Mr Lee Shih Mean is currently the Head of the Mass, Flow & Mechanical Metrology cluster, in-charge of the Mass & Force, Pressure & Flow laboratories at the National Metrology Centre, A*STAR. He has over 30 years of experience in various mechanical measurement fields and is responsible for the scientific work related to the establishment, maintenance and dissemination of the SI measurement quantity for mass, force, fluid flow (liquid & gas), pressure, vacuum in as well as the metrology related R&D activities in NMC.
He is a qualified SAC-SINGLAS and HKLAS technical assessor, involved in the assessment of laboratories seeking accreditation. He is also an established internationally recognised metrology expert and has over the years been invited to assessed various national metrology institutes around the world, namely, the Standards and Calibration Laboratory (SCL, Hong Kong), the Vietnam Metrology Institute (VMI, Vietnam), the National Metrology Laboratory - SIRIM (NML-SIRIM, Malaysia), the National Metrology Institute of South Africa (NMISA), the National Institute of Metrology of China (NIM), the National Metrology Institute of Indonesia (Puslit KIM-LIPI) and the National Metrology Institute of Australia (NMIA). He has also been invited by the South Asian Association for Regional Cooperation (SAARC) as a technical expert in the evaluation team organized by the Physikalisch-Technische Bundesanstalt (PTB), Germany to support & strengthening regional cooperation & integration in the field of quality infrastructure for south Asian countries in Bhutan & India.
He was the Quality Manager for NMC from 2002 to 2006 and was responsible for implementing the ISO/IEC 17025 based quality system in the Centre, arranged and coordinated the international peer assessment of the NMC from 2004 to 2005 to fulfil the requirements of the CIPM MRA .
He was the Chairman of the Technical Committee for the Mass & Related Quantities (TCM) in the Asia Pacific Metrology Programme (APMP) from 2015 to 2018. He also actively represented NMC at the Consultative Committee for Mass and Related Quantities (CCM) and its Working Groups held in the International Bureau for Weights & Measures (BIPM) that discusses international mass & related quantities metrology issues.
Over the years, he has also published and presented more than 20 technical papers in various international journals and international conferences, winning the Best Paper Award at the NCSL International Workshop & Symposium 2008, held in Orlando, Florida, USA.
