Kelvin is the Director of Urban & Green Technology Office (UGTO) responsible for guiding the overall strategic direction for sustainability R&D for A*STAR. In this capacity, he works closely with Research Institutes across A*STAR to galvanise and bring collective action across A*STAR to build capabilities in four key R&D thrusts of Low Carbon Future, Electrification, Built Environment, & Circular Economy. 

He also oversees the Sustainability and Energy within A*STAR’s Science & Engineering Research Council (SERC). In this role, he works alongside the research community, the industry, and government agencies to explore, assess, and invest in new technologies pertinent to pivoting òòò½Íøtowards a more environmentally sustainable economic structure. 

Prior to this role, Kelvin has held various leadership roles within the òòò½ÍøEconomic Development Board (EDB). More recently, he helmed EDB’s operations in North America where he steered the team through a challenging investment climate brought about by the pandemic, technology shifts, and uncertain geopolitical climate to bring record investments into òòò½Íøyear after year. He also spearheaded the transformation efforts of Singapore’s $26bil Precision Engineering Industry, and pioneered Singapore’s first foray into space industry as the founding head of Office for Space Technology and Industry (OSTIn).

An engineer at heart and by training, Kelvin started his career as an R&D Engineer in the Semiconductor industry and holds 5 international patents on nanofabrication techniques. He is also a member of several technical committees for industry standards including Nanotechnology and Additive Manufacturing, and has written numerous publications on industry standards.
